My Lord,

With reference to Sir Claud Severn's despatch No.36 of the 2nd of February, 1924, concerning the

proposal to adopt in Hong Kong the system of reciprocal

charges for fees in respect of visas, I have the honour

to inform Your Lordship, that in consequence of the

greatly changed conditions which obtain to day, the

fees mentioned therein as chargeable for visas now

appear to me to be wholly disproportionate to the amount

of time expended in verifying applications, besides

being out of line both with the fees recommended by the Passport Conference held at Geneva in May, 1926, and

with the fees imposed by the British Foreign Office

and by other countries.

2. Accordingly I have the honour to request Your Lordship's approval for a general revision of visa

fees upon the following lines:-

(a). Entry visas to be $10 instead of $2 to the

nationals of those countries charging 10

gold francs in respect of these visas; in

the case of countries charging more than

10 gold francs, the fee to be reciprocal to

Jayend a 2.0.2
